I had this problem a couple of times a while back. I had to clear ALL Links then Apply I then closed the management window and opened up the Manage option again and then relinked everything from scratch. Also it seems a little stubborn at linking...

You can gang with mates though only you can shoot at the POS or dec'd corp members without getting Concorded. If your gang mates shoot at the POS then Concord will very likely come pay them a visit. If they assist you by shield/Armor/cap transfer ...
